In Europe, the police don't carry firearms because it isn't necessary; very few people own guns.

^ this isn't why our police carry guns.  They carry guns because it is in our culture, and that we (for whatever reason) see it as completely reasonable for deadly force to be used against any and all kinds of skirmishes with the law.  It could have something to do with what I consider to be American bloodlust and our emphasis on punishment over rehabilitation, but it would require me a lengthy essay to sort out.  

Let's just put it this way; when taking an Amtrak to Montreal, you will be greeted by friendly, pepper-spray carrying Canadian border guards who are there to check passports and take action if anything suspicious should arise.  Coming back into America, you will be "greeted" by two automatic-carrying thugs who ask inappropriate personal questions about your trip to Canada and generally scare the living crap out of anyone they talk to.  America is just a place with something about it.
