The Never Trump people held his feet to the fire, and he capitulated.  It might move the needle toward Cruz a bit, but if the endorsement comes across as tepid, or if he doesn't follow up on it by attending some of Ted's rallies, I doubt it'll make much of a difference.

Yep, just as I suspected: the second most tepid endorsement of Cruz this cycle, next to Lindsey Graham's:
