Yep... LA-01 is a very nasty district (politically).

Since I see you're fairly new, welcome!

What actually makes it so much more than the other districts? Is the low African-American percentage the reason?

Politically, its similar to districts like NC-09, FL-04 or SC-01.

What we locals call the "north shore" (St. Tammany Parish) is an extremely red and very wealthy suburban area; voters there won't cross their ballots for any Democrat. It was the only parish to vote against Breaux in 1998 when he got 64%.

It also takes a big chunk of Jefferson Parish; those suburban Republicans would almost never vote for any Democrat either. Mary Landrieu actually won Jefferson in 2008 for the 1st time in her career, but Landrieu's perform disproportionately well in the New Orleans area.  

I was raised in LA-01 and my grandparents know Steve Scalise's parents.

LA-01 has given us David Vitter and Bobby Jindal Tongue

The 3rd, 4th, 5th, and (old) 7th were rural Dixiecrat districts which could still be won by the right type of Democrat.

You forgot Bob Livingston in terms of what LA-01 has blessed the congress with.

The guys who LA-01 elects on the local level are just as bad.

Lack of competitive elections breeds both corruption and arrogance. It also encourages ideological extremism.
