Frankly it isn't necessary. No one has talked about the bill itself for several days. Procedural talk doesn't really count the same as talk about the bill itself. So just call for a final vote and Kalwejt can open it.

Kalwejt can end this at any time, provided no one votes Nay first or changes their votes.

If someone votes nay, then he must call 24 hours for Senators to change votes.

If someone currently voting aye changes, then we must wait for more Senators.
