We had committees for a year including one devoted to reform, but they didn't survive the Nix era. Primarily because even controlled discussions are impossible to facilitate.

How many times do I have to tell you, withdrawal isn't an immediate process.


Would be a pretty nasty tool of obstruction if was.

But if a hostile amendment were to pass, the sponsor could pull the plug on the whole bill without at least some waiting period.
