There is a pretty good reason to have lame duck terms in this game.

It is called June 2009. Tongue

If therei s a disputed election, it provides time for the courts to intervene and sort out the mess with less disruption.

There is also June 2011 for the Regional Senate elections.

There could also be a lawsuit with regards to a complex At-Large result if it is disputed that would take a while to sort out.

In a Parliamentary System one disputed election is highly unlikely to control who has a majority in Parliament or not and thus limited risk posed from such with regards to the selection of a Government and Prime Minister.

The very direct elections cited earlier as examples ofm odernity over traditional practicies creates a practical use for lame duck terms so as to provide a buffer to decide disputes.

There is also a matter of energy to be considered as well. The start of the Senate could be expected to take a great deal of energy, especailyl as a wave of legislation comes in and the start of the Senate. Most people come out of elections spent, including the candidates and need to rest before they can thus begin to enact their agenda's. So at least a week to recuperate would be appropriate I think.

The thing is, even in the worst legal cases (say about 2 weeks) you'd still get the actual elected people in before they are now and out before they lost interest. If there was a massive court case, the senate/president would just continue as normal until that was resolved, then the new senate/president would be sworn in. I guess I just don't see the problem with a week long delay every 2 years or so.

"In before they are now"?. Tyrpically the lame duck session is a full week and four days, for a total of 11 days. Only in rare expections where the first Friday comes later in the month like the sixth or in December would it be much longer.

One thing we have to consider then is how to effect the shortening. Move back the elections or move up the start of the new terms?

Well for one I would prefer to have start date not tied directly to the election that could thus vary if the booth is late or something (it has happened before though not as often w/ homely. Happy HL? Tongue).

Before we do are there any problems or contigencies that need to be considered. I am thinking with regards to December for instance? That last Friday is going to be somewhere between Christmas and New Years and also the lection is earlier that monthi f I am not mistaken.

Once concern, what date does the third Friday fall on?

How would it effect the election of a PPT and the start of the Senate in general if it would run over th course of Christmas?

Okay, that should be fine then. That leaves at minimum three days to get started. My only concerns is that Christmas would kill the starting momentum of the Senate.

Okay should we put a grandfather clause in? There is a respect the voters advocacy for such, since they were elected on the assumption that would be until that date.
