As shua said, it is an error of summation. Considering, he is a politician who has to deal in short statements it is hardly an indication of insanity, merely that politics necessitates the dumming down of complex information so that it can fit into a statement like this.

When you summarize in history is when you begin to run into problems, often innocent ones, but problems nonetheless. This was even in some of our text books if I recall correctly.

Also profiling based on origin in 2005 would have seemed to make a lot of sense "back in 2005". And it is not like they were being barred from entry, just given more scrutiny. Now of course with ISIS, the rules have changed with a greater proportion of citizens from Europe and even North America being members of the group that may seek to come back here.
