Debate on this bill shall remain open for 72 hours, or until around 5:00PM on Thursday, April 10, unless modified or extended.  The sponsor, Rep. SWE, is encouraged to speak on behalf of the bill within the next 36 hours.  If he does not, the bill will be tabled, as there is other proposed legislation in the proposed legislation thread.

The floor is open for debate.

The technical name of the Northeastern Debate Act is the Northeast Debate Act.  I think we also should repeal the Amendment to the Northeast Debate Act, to be safe.  Therefore, I propose an amendment:

I support this bill.  Despite this law, no debates were held the last two cycles.  What is the sense of having a law on the books that will be ignored?  Also, I don't think compelling candidates to debate is permissible under the constitution.  Candidates cannot be compelled to speak when they otherwise don't want to.

Due to the highly uncontroversial nature of this bill, I motion that we shorten the debate period and end debate at 9:30 PM tonight.

I'm not going to close debate within 30 minutes of a request.  That's too short.  Unless there is an objection, I will close debate at 11:00PM tonight.
