Probably, but McCain probably wouldnt be the Republican candidate since the Republicans would have been in better position. He may have been nominated in 2004 though.

If Bush had lost in 2000 then McCain would've been the 2004 nominee. And he would've lost to Gore.

Bush could have been re-nominated in 2004 or 2008. After 16 years of Clinton/Gore; Obama and Hillary would have sat it out for 2012.
Jeb Bush would probably been more likely to win the nomination than W. in 04 and 08.

Not if W. wanted it.
He would have already had his chance in 2000, and Jeb was generally viewed as the more serious Bush.
