This piece raises certain questions about whether simply lowering corporate tax rates will actually result in increased economic activity in the U.S, both in terms of hiring and in generating government revenue.  Given the fact that lots of corporations may continue to use offshore subsidiaries and invest savings in buybacks to boost their own stock prices even with a drawdown of rates, what other measures would be required to insure government revenue generation were we to markedly bring down tax rates?
