I don't doubt it. I just wanted a quick way to get it into the Constitution with a viable legal framework. I have never really believed in the lame duck session being all that lame, especially when I'm not the one leaving office.

Isn't this a constitutional amendment, not a bill?

It is technically an amendment, but it is in a part of the Constitution (Article VII, Section 2) that can be added as though by statute.

Nay (Can't we have more time to debate these things? Shoving important legislation to circumvent a loss in court right at the end of a legislative session is pretty low. Also, I don't like the fact that this amends the constitution via a Senate measure. Not only is legality questionable, but this is an important matter than we should deal with with more time.)

Then where have you been when the debating period was open? I didn't attempt to force it through. No one had any questions so I assumed it was generally agreed upon.
