Tough one this. Use is not quite the same as provision, but it effectively targets those who provide, through contract or sale, to the regime rather than companies who unwittingly find the regime is using their software.

So I support this.

Exactly. This is meant to stop the sales of such devices. What happens on the black market can't (always) be used to hold them accountable.

I'm happy that the first bill I sign is a common sense piece of legislation like this, that will hopefully help to support the spread of liberty and the rule of law in the nation of Iran.
