I already assume the US government has the right to kill ANYONE plotting to kill innocent American civilians, so this thread is a yawner to me.  If you're an American planning to kill Americans, then you need a bomb dropped on your head, IMO.

Actually, the federal government has determined that you don't even have to be in a war zone for said assassination to occur.  

there are few defined war zones in this war.  rather the war zone is wherever the planning is occurring.
