After the ingenious redistricting effort by state Democrats, the answer is obviously Arkansas.

In Wisconsin Obama managed to win 7 districts out of 8.

This is due to WI having lots of swingy districts rather than Democratic districts.

Exactly. While Obama won 7 seats, Republicans took its Congressional delegation in 2010. Plus Obama seemed to over perform there in 2008. Wisconsin, as a state, seems to be especially susceptible to national waves.
