Right, but didn’t the filing deadline pass?  Or would Rice just run for re-election and NY AG simultaneously?

The vacancy will be filled by a vote for the combined New York State legislature (Senate + Assembly). Cuomo has no legal power regarding appointment here (obviously he will have significant influence).
