Romney's #1 goal this entire election has been to attempt to make the election a referendum on Obama. He wants to position himself as the alternative to Obama without offering any new ideas of his own. This is probably the result of polling that shows a majority of voters stating that Obama doesn't deserve to be reelected while Obama still beats Romney in head to head polling.
The problem is that elections are rarely simple referendums. Each candidate has to offer a vision in order to get their supporters fired up. Romney has yet to offer a vision, and that's why he's losing.
