What about this
(1) HM's Government negotiates an "exit package" from the EU
(2) Said "exit package" is presented to the British people in a non-binding referendum in 2018 or 2019
(3) British people reject "exit package"
(4) Because the people did not accept the exit package, UK stays in the EU
The exit package referendum could even be paired with a second question asking the British people whether they want to "renegotiate" the package or "maintain current status"
