We (over here in the office) were wondering if Powell resigned just to clear himself for a possible other position, like the intelligence "czar."  Or maybe he's finally convinced his wife to keep quiet and let him run in 2008.

No one here seems to remember that the cabinet members (all of them) submit their resignations at the end of the term.  It is up to the President to accept the resignations or appoint them to a different position.
