Strangely enough, a friend of mine was talking about something similar to this over the weekend.  About 30 years ago, he was barely making enough money (I mean, like $5 over) the limit, making him ineligible for welfare services at the time.  The state said that they had the resources to care for his wife and children, but he would have to legally abandon them to make them eligible for assistance.  As he said, "That's how they get you.  That's how they make you dependent upon the government for your very existence."
