As a Russian representative here I can assure you that
1. You are overestimating abilities of Russian government hackers. Kremlin spokesman Peskov ruled out the possibility of government structures being involved in this. http://www.wsj.com/articles/democratic-national-committee-computers-breached-by-hackers-linked-to-russian-government-1465920304
I believe him because I know for sure that qualified hackers in my country work in private companies rather than in government structures where they are significantly underpaid.

This is patently irrelevant. The Russian government is "known to" work in a level of accordance with its own hacking community, preferring that patriotic hackers choose to use their talents against geopolitical adversaries. Law enforcement chooses to crack down in particular instances where hackers act against the state--law enforcement having relatively few resources and even fewer incentives to stop someone form breaking into the Pentagon. Moreover, as I recall, there's sort of a revolving door between the public and private sectors, especially pertaining to information technology firms. "The government can't be proved to have done it!" is absolutely meaningless.
