This is patently irrelevant. The Russian government is "known to" work in a level of accordance with its own hacking community, preferring that patriotic hackers choose to use their talents against geopolitical adversaries. Law enforcement chooses to crack down in particular instances where hackers act against the state--law enforcement having relatively few resources and even fewer incentives to stop someone form breaking into the Pentagon. Moreover, as I recall, there's sort of a revolving door between the public and private sectors, especially pertaining to information technology firms. "The government can't be proved to have done it!" is absolutely meaningless.
