These were my thoughts. Buchanan is underrated not by virtue of any accomplishment of his own but merely because so many of his colleagues set the bar so low.

Well, the thing is that you have so many of the bottom of the barrel Presidents as "underrated" that is seems like you wouldn't have a worst President. So who is the worst one in your eyes?
