Regardless of your thoughts of when a government has accomplished its goal in accomodating for and recognizing the rights and needs of its citizens, wouldn't there have to be a theoretical point where progress was no longer needed, at least aside from the occasional technological leap?

At that point the state would be unnecessary, yes.
