The Act of 1924 also granted all non-citizen resident Indians citizenship which means that there are no longer any "Indians, not taxed" to be not counted for purposes of apprortionment, so that explains what its doing in a Revenue Act.

For the most part, the laws that were enacted in those Acts have long since been superseded, especially by the Tariff Act of 1930 and the Internal Revenue Code of of 1939 which form the basis of our current tax code altho heavily amended since then (with wholesale revisions of the I.R.C. in 1954 and 1986).
