Romney's plan isn't like what anyone else has tried?  Weren't loopholes cut and rates lowered under Reagan.

It's about even so far, or was until Romney mentioned Romneycare as if it were significantly different from Obamacare.

Slight edge to Romney.  Neither base will be shifted by this.  Content relatively equal, but Mitt gets the style points overall.  This should halt the hemorrhaging Romney has been doing of late, but by itself it won't get Obama to start bleeding votes.
