Probably "bureaucracy" or the fact that there's no enforcement mechanism to make it so. A lot of times, people just knee-jerk on things like this, too.

As a former GM, though, I can't emphasize enough how we need statute added to the Wiki in a timely fashion. I just wish the referendum had some stipulation that if legislation is not added to the Wiki within two weeks, then it is not law. People take the time to pass the stuff - they should take the time to add it to the Wiki.

I spoke to DemPGH about this. I think if the statute passes, the onus is on the Senate to pass something to manage its compliance.

The only thing I can see having real teeth to it is a measure that specifies a certain period of time in which statute must be added to the Wiki (in this case, two weeks). If the statute in question is not added in that time, then it would be considered repealed. That might be a bit tricky, though.

To be fair, this is only the second initiative to make it to the ballot. Mine was the first to be shot down in a blaze of glory. Tongue Factual statement, though.
