Well he did mention the carpetbagger label in his announcement. Maybe municipal races in Alabama are like they are in Georgia. You only have to live in the jurisdiction for one year in Georgia prior to inauguration to run for municipal office, so maybe he's going to announce his exploratory committee and then move back before the one year preceding inauguration (which if we go by Bobby Bright's inauguration, would be in early November)?
