I also prefer the idea of the CJO running elections, but it doesn't need any additional laws to make it happen because Article IV Section 5 of the constitution reads:

For whatever reason this has just never been followed through.

It was the case, but when we had CJO's missing for periods of time we had to give the ability to open booths to the Governor, IIRC.
