Nothing. In-game, the states are no longer functional regions. I suppose that something might be happening there (another layer of "local" government?), but the regional constitution makes no provision for it.

I mean so are they tons of empty buildings siting in them!? I think I've just found a solution, albeit a rather boring one.

Of course, I remain strongly in favor of new construction.

Good point. So are Trenton, Albany, et al just large, unimportant towns?
