Things like that last line are what make me incapable of taking conservatives seriously in a democratic age. Why not base your contempt for the homeless on your own intrinsic feelings, rather than justify it by appeal to the 'public health'?
Likely because the people he's taking about here are gypsies (I may be wrong, but often when politicians talk about homeless they are talking about gypsies), how offensive this may sound, by keeping the wording racial neutral, they just look like a asshole, rather bring the courts and international press down on them.
