If I became Dictator of Canada, my policies would be the following:

Taxes:
Phase in a carbon tax until it reaches an appropriate rate by consensus.
Cut income taxes to make the carbon tax revenue neutral (this could kill off the Athabasca Tar Sands, but who can challenge me?).
Okay, another percentage cut in GST.
Aggressively push for free trade, preferably by formal agreements.
Promote more tax credits for charitable actions.
Find a way to make the Bank of Canada build up some foreign reserves.
Above all, continue our structural budget surplus.
Close silly loopholes.

Spending:
Non-partisan funds would be created in each ministry, and each request will be handled by assessment so that spending isn't something the Finance Minister does every year.
Some non-essential private health care could be allowed.
Increase education funding, especially post-secondary funding.
Push massively for increased public transit infrastructure.
Declare all-out war on auto-dependency and force drivers to pay their full costs.
Kill off the remaining publicly funded Catholic school systems (somehow coercing the provinces).
Military will be just enough to provide domestic security, especially in the Arctic. No more.
More affordable housing, sprinkled among ordinary neighbourhoods.
