Yes (L). Remember that your friend became an addict while cocaine was illegal, but that didn't stop him from getting or using the stuff.
My suggestion would be to make it legal by prescription. To get a prescription you just need a blood test or urine test which shows you already have it in your blood. With the Rx you can buy as much as you want at a low price for your own use, but it would still be illegal to sell it to anyone who does not have a prescription. Currently drug dealers give the stuff away free to kids to get them hooked. Once they're hooked the price goes up. Then the addict has to resort to crime to pay for his habit. The prescription plan would put dope dealers out of business and make clean dope available at low prices to addicts, but not to non-users.
The dope package would contain a warning something like this.
Warning: The surgeon general has determined that this stuff is dangerous as hell and will probably kill you if you use it. But if you're dumb enough to do it well its your life.
