Each voter has 5 flags to distribute votes to, listing them 5-4-3-2-1 in order of preference with 5 the one you must want to see eliminated and 1 the least. The five flags with most votes will be eliminated EXCEPT that to be eliminated each flag must receive votes from at least two voters as to avoid unfair eliminations to the strength of one particular voter's 5 vote.
