In this round 3 flags will be eliminated. Here you will 5 votes, one 2 vote and three 1 votes. The flag with the highest number of votes at the end of the round will be eliminated.

Note: For Oita, I'm counting both versions of the flag as the same. Which you prefer is up to you.

Round 1
In this round five flags will be eliminated. Each voter has 5 flags to distribute votes to, listing them 5-4-3-2-1 in order of preference with 5 the one you must want to see eliminated and 1 the least. The five flags with most votes will be eliminated EXCEPT that to be eliminated each flag must receive votes from at least two voters as to avoid unfair eliminations to the strength of one particular voter's 5 vote.

What's up with using Toyko instread of Tokyo?

I copied from Gully because I thought there was a point to it, but I looked it up and there doesn't seem to be any. Just curious if it was a mistake Gully just keeps repeating or if there is a point to using this spelling.
