Yes, let's just hand cold hard cash out to people. That's a great plan.

I find it a better plan than giving people something unsolicited that that person might find totally worthless.

Did y'all not even read the top of the article?  It says local businesses donated the money for the cards.  This seems like a kind gesture to me.

I would like it more if it wasn't promoting the unhealthy habit of drinking coffee.

Caffeine, like most drugs, is a wonderful thing if used in moderation.

Not harmful, yes... but I wouldn't go so far as to say "wonderful".  Far too many people see it as an alternative to getting enough sleep each night.
