because there are few if any in congress who give a damn want regular voters want. plus it's in general not an especially high priority thing compared to other things (because electoral reform is generally not cared about until near election day). Abandoning the electoral college requires a long time campaign and a lot lot lot of money because that's all that congress will listen to.
I think those should be obvious.
Besides, Republicans will oppose it as long as they get to wave a flag above their heads and pretend to care about the constitution (where any change to the electoral college would obviously come from a constitutional amendment).
