Since Congress isn't going to be able to repeal the ACA, Mitt Romney would be a good choice to fill the position.
Note - I'm not predicting this, but appointing someone who believes in health care reform makes a lot more sense than appointing someone who doesn't.

Mitt met with Trump about being SOS after the election. He's at least open to the idea.
SoS is infinitely more prestigious than SoHHS. And after the last 7 months, I doubt Romney would board this sinking ship. Especially not when he's got a shot at becoming a Senate lifer.
