If Governors and Representatives have no constitutional rank, that makes it possible for people without an office to just call themselves governors, as they did during the first election campaign.

Right.


Sp let them.  It's a way that people who don't have an acctual elected possition can run for President or Senate.  I think that Reps and Govs should just go to anyone who wants it but have no real power.
