The fact that regional governments have fairly broad authority to shape policy and regulate the sale of these substances, even though heroin and some of the harder drugs are a little dubious, wins me over to this. I've always felt that the people who do hard drugs are going to do them anyway, and the people who don't won't. So we may as well tax, regulate, etc.
