It takes a degree of energy to stand, as it does to pick up a pen and sign your name to something, but standing is decidedly not exercise. Minimal energy expenditure to qualify as exercise would probably be a brisk walk for at least a half mile to a mile. Back, knee, hip, weight, etc. problems might prevent people from standing for long periods of time, but it's not exercise.
