I'm normally not big on formal apologies and all, but I think this resolution could be important for two major reasons.
1) Foreign policy tends to be a fuzzy gray area that depends on who's president at the time. This would clarify that the Congress of Atlasia stands against military coups as a matter of policy. We don't see it as legitimate policy, and we're letting both our citizens and the world know of our stance.
2) Sometimes in order to take a step forward, you have to first take a few steps back. There are several places in the world, including countries in this resolution where dictators are partially fueled by sentiment against Atlasian action in those countries. The longer we go pretending that nothing ever happened, the longer these dictators will be able to use us as a reason to stay in power. I think it would go a long way to undercut their power to tell the people of countries we've affected that we were wrong and that we're resolved to not commit the same mistakes again. It would also show that we're serious about building our relationship to be willing to acknowledge the wrongs of the past.
