According to an Excel document on this site, Harding Township in Morris County had the highest per capita income in the state in 2010.

Harding Township:

U.S. presidential election, 2012:

Mitt Romney (Republican): 70.4%
Barack Obama (Democratic): 28.6%

New Jersey gubernatorial election, 2013:

Chris Christie (Republican): 82.0%
Barbara Buono (Democratic): 16.6%

Clocking in at number 2 is the borough of Alpine in Bergen County.

Alpine:

U.S. presidential election, 2012:

Mitt Romney (Republican): 59.0%
Barack Obama (Democratic): 38.6%

New Jersey gubernatorial election, 2013:

Chris Christie (Republican): 76.1%
Barbara Buono (Democratic): 23.2%
