It's over and we won militarily. Poltically, the war was a self-inflicted wound that will take decades to heal.

It's not over until every single troop leaves, and I won't believe it until I see it. I'd say it will have been a pyrrhic victory for the U.S. in the sense that the U.S. had to pay off the Sunnis to stop the insurgency. As a country with artificial borders, I suspect that the current government will not survive for very long after the troops leave.
