create, for the first time, an elected Leader of the Scottish Labour Party
Wait, how is he currently being selected? Do they mean, a Leader elected by the members?

What it means is that right now the Leader is technically only the leader of the Labour group at Holyrood, but that this will now be extended. The practical result (basically) will be to allow MPs to run for the post, if they want to.
