I've seen a couple of state polls showing VP Biden in the top two (behind Hillary Clinton), including key states like Iowa and New Hampshire over the past summer for 2016... So a two fold Question-  Will Biden run and is he a Contender?

Possibly.

If he does, yes. He won't run if he won't be one. It also depends on his health and how the second Obama administration goes, obviously.

I don't think he'll continue, he's leading mainly on name recognition, and the party will want someone new, particularly if he starts off as the establishment candidate.

If Clinton doesn't run, Biden will lead all the early primary polls purely on name recognition (a la Lieberman's early lead in the 2004 polls, once Gore said he wouldn't run).  Once voters get to know the other candidates though, Biden will sink.  Perhaps not quite as much negative joementum as Lieberman had, but the same basic principle applies.

I dislike many of Biden's comments (I can give particulars...) but the man has served honorably- without scandal or the motivation of personal gain- and has survived personal tragedy beyond what most of us could endure... I despise when liberal posters describe McCain as a "useless idiot" and I likewise despise you referring to another honorable public servant as a "buffoon"... both of these comments reveal the member who types them to be what they allege these men to be

^Is there any source that actually confirms that though? I remember all the pundits were talking about how Biden fit the bill for a vice president who wouldn't put his own political career above the vice presidency, but I can't recall hearing of Joe Biden actually promising not to run. It just seemed like it was assumed.
