I would like to thanks the President and the Vice-President for the choice to fast-track this and the SoFE for supporting the idea.

To make Yankee happy, I suppose I have to write some justification.

Right now, absentee voting is permitted between the filling deadline and the beginning of the election. As the deadline was an issue, the Senate reduced the filling deadline for Senate elections from 1 week to 1 day. That fix is a good thing and it should be kept, but it's causing problems with absentee voting.

Right now, the process is:
-7: Absentee vote for President opens
-1: Absentee vote for Senate opens

So, you only have one day to apply for Senate absentee voting, be granted the permission to vote by the SoFE and vote. It's also very wierd than you can for President, but not for the Senate. There is no practical reason for that. It's causing issues (possibly: people voting for President but not Senate, people voting for Senate on their absentee ballot even if they can't, people voting absentee for President and normal for Senate, which voids the presidential ballot (like it happened to a voter this time).

I suppose than I agree with Napoleon, than unanimous consent may be useful. I haven't heard of any opposition to this.

I ask unanimous consent to waive the minimum debate time and cloture requirements to proceed immediately to a final vote. Senators have 24 hours to object.


Wouldn't this mean people could be voting before all the candidates have declared potentially?

Yes, but they can use write-ins. It's the downside of using an absentee, through. But as I don't think than moving back the filling deadline is acceptable, that's the only solution.

What the SoFE said:

Yes. Absentee ballots for any race in any election should be made available one week ahead of time so that I can accept absentee write-in votes for candidates who will later be placed on the ballot.

Actaully you could pass it at 10-0 after 30 minutes. That "Say three days in and it is 7-0" in the PM was just an example to explain the vote change period.
