I mean he does have a good case that the 2010 term limits initiative does NOT apply to him since he already had served 2 terms back then. He's not going to waste his talents against Fallin in 2014.

My best bet is that Henry waits for an open seat in 2018 when Fallin is out of the picture, then go for a 3rd term and win.
