The poll offered respondents a list of 21 potential candidates. Here are the candidates and the percentage of the survey votes they received:

Next on the list of candidates, Bobby Jindal, 0.9 percent; Mitch Daniels, 0.8; John Kasich, 0.8; Rob Portman, 0.8; Jim DeMint, 0.4; Bob McDonnell, 0.3; Susana Martinez, 0.2; Nikki Haley, 0; Jon Thune, 0.

Pollsters interviewed  418 likely voters, including Democrats, Republicans and Independents, as well as a variety of age groups and background. The poll had a margin of error of plus or minus 4.9 percent.

How exactly do you get 0.3% in a survey of 418 voters ?

If 1 person out of 418 picks McDonnell, he gets 0.2%.

If 2 persons out of 418 pick McDonnell, he gets 0.5%.

How is 0.3% even possible ?

There is no rounding, because there are no "one and a half persons" answering a poll ...

The answer could simply be: "It's Zogby".

Most polls do some demographic weighting.  Not all 418 people count the same.

This is a junk poll. Not only are the decimals and weighting obsurd, but if you include TWENTY-ONE people, including some far-right unlikely candidates like Allen West, they are obviously going to detract from other hardcore conservatives like Paul and Cruz, and Christie- the most moderate and the most well-known- will come out on top. However, that is not how it works in a real primary.

This isn't even a poll of Republicans.  They say they include all respondents, regardless of whether they intend to vote in a Republican primary.  So not very indicative of how things would play out in a GOP primary.
