How would things turned out if Bill Clinton didn't lie under oath about Monica Lewinsky and instead he told truth?

Though he would have suffered a great deal of public humiliation, he wouldn't have been impeached or disbarred.  I doubt it would have made much difference in terms of his legislative agenda.  I really don't know if it would have been easier for Gore to get elected though...he was such a lame candidate.
