Basically an enthusiasm problem, coupled with whimsy & in some cases, ideological reservations.

I still suspect that (unless she really runs unopposed) she'll get a higher %age of the vote in Iowa than in NH.  NH likes to be contrarian.  And Iowa has that 15% viability threshold, so if she has a few longshot challengers who are each getting something like ~10-15% in popular support, they'll get annihilated by Iowa's delegate allocation system.  So they'd more likely focus more energy on NH.
