Which nominees from both parties would have a uninspiring ground game or GOTV (Get out the Vote)  due to their campaign and why?

Joe Biden certainly. On the Republican side it's harder to pick. Perhaps Rick Santorum? However, it might prove inspiring for the haters and inspiring for the Democratic base as well. Perhaps Bobby Jindal? He's trying way too hard to be white.

Okaaay...

But I agree with you that both Joe Biden and Bobby Jindal would have an uninspiring ground game. Not only would a Biden candidacy massively raise Republican turnout, but he doesn't really connect with the trendier portions of the Democratic base. Jindal does seem to have very shallow support.

In addition to those two, Marco Rubio, Paul Ryan, and Chris Christie would probably have a weak ground game on the Republican side, the first two because they wouldn't connect with the base, Ryan because he will probably be viewed as untrustworthy and extreme on economic issues, and Christie because his temper might cause voters to assume that he is not fit for the office of the presidency.  On the Democratic side, Martin O'Malley and Andrew Cuomo would be weak, both because they lack charisma, and Cuomo since he would not curry favor with the base.
