I presume that is an irony because sodomy was once criminalized under a section 28 of some law?

Almost. It was a law criminalising 'promotion' that religious organisations shot their wads to uphold that in the end was repealed. It was a catalyst for the rapid secularisation that then took place. As this draft is out to consultation this new Section 28 will no doubt be a battleground.
